NOTICE OF PUBLIC HEARINGS

Notice is hereby given, in terms of section 21 of the National Nuclear Regulator Act (Act No 47 of 1999), for holding Public Hearings relating to the Nuclear Installation Licence Application received from South African Nuclear Energy Corporation (Necsa) for the Proposed Necsa Smelter Project.

BACKGROUND

Originating from Necsa’s previous operations, approximately 14 000 tons of uranium-contaminated scrap metal is presently stored on the Pelindaba site.  The greater portion of this metal consists of about 36 000 separation elements which, in accordance with non-proliferation agreements, should be destroyed completely. Necsa regards smelting as the most appropriate and cost-effective method to achieve this and had previously applied to the NNR for a Nuclear Installation Licence for the construction and operation of a smelter for this purpose, on the Pelindaba site.

AVAILABILITY OF PUBLIC INFORMATION ON THE PROPOSED SMELTER

The applicant Necsa has prepared a Public Information Document (PID) for the proposed smelter.  The purpose of the PID is to provide the general public with information to enable meaningful public participation in the public hearing.

WHO CAN MAKE THE REPRESENTATIONS AT THE PUBLIC HEARING?

Any person directly affected by the NNR’s granting of the Nuclear Installation Licence may make representations relating to health, safety and the environment.

HOW TO PARTICIPATE IN THIS HEARING

Persons wishing to make representation to the NNR may –

  1. Submit written comments to the NNR.
    • Submissions of written comments must reach the NNR by no later than 10 October 2012.
    • All written comments must be addressed to –

    • Oral presentations are limited to a maximum of 10 minutes per presentation.
    • Registration as an intervener must be done in writing and the following details must be provided –
